Early Warning & Response Directorate
The Early Warning and Response Directorate serves as a key pillar of the Disaster Risk Management Bureau by monitoring potential disaster risks and providing timely information to support early action across the Somali Regional State. The directorate develops and maintains a multi-hazard and multi-sectoral early warning system that tracks risks such as drought, floods, conflicts, and other hazards affecting vulnerable communities. Early warning information is collected at the Kebele level, analyzed at Woreda and Zonal levels, and consolidated at the Regional level before being shared with federal institutions and relevant stakeholders. Through continuous monitoring, data analysis, and field assessments, the directorate prepares early warning reports that guide preparedness and response measures. It also coordinates emergency response operations, ensures effective food and non-food assistance management, and supports humanitarian interventions. By strengthening coordination among sectors and partners, the directorate works to save lives, reduce disaster impacts, and improve preparedness across the region.
